Time Delayed Orders

Can someone tell me what determines the time that orders are delayed?

I've played 4 games now and in each game there are different average time delays for the sides.

I would like to know how this is determined.

Distance to HQs, lost HQ's, and electronic warfare level all play into the dynamic for the number. Rob may be able to get you better numbers.

Factors are as described (obviously... voice of God there ): reading your AARs, you seem to lose a lot of HQ units. That will impact you negatively. The Soviets also take longer to compose and transmit orders, which I feel is realistic given their microscopic staff sizes and directive control.

Then you also noticed that in the games I played as WP my orders delay was shorter than the NATO side. That makes little sense to me.
