Is a docking bay required on a construction ship?

Are freighters the only way a constructor can get resources to build with? If so that is a requirement!

No, when you order them to build a station, they go fetch the resources from a planet.

I can't say anything about Shadow's yet, but at Legends you need to have dockingbay on a Const. ship.

Yes the Const. ship fetch resources from a planet, but if the planet don't got all needed resources the constr. ship start building and order missing resources over a freighter.
Or when you design the constr. ship with a smaller Cargohold then it is needed for the job, the remaining resources come with a freighter.

Derelict stations and World Destroyer type ships also require that resources be taken to the assigned construction ship with freighters. Not only when you construct a base.

But the answer is still "yes" - a constructor needs at least one docking bay to do it's job.
