JDAMs not targeting stationary ground forces

JDAM GPS guided bombs are currently unable to target stationary ground vehicles like tanks. The database says they are only able to target land structures, but a stationary vehicle with fixed coordinates is certainly a valid target for a JDAM (as has been done thousands of times in Iraq/Afghanistan).
