paradrop / air transport

I must be missing something because I'm having difficulty getting this to work.

I have stacked in a hex a Ju-52 transport, a 4-3 paratrooper. I am 4 hexes away from Rotterdam and would like to paradrop on it. This happens during the air-transport phase? I load the 4-3 paratrooper on to the Ju-52 but then it won't let me move it to target. If I cycle forward I get to unload it in the hex I started with.

Is the range I can paradrop limited to the range of the Ju-52 transport, or something else?

Can someone guide me through this?

Air transport is when you're flying a unit to a friendly hex. If you're trying to attack Rotterdam with a paratrooper, you need to wait for the paradrop phase. I'm not looking at it now, but I believe you have disembark at sea and then invasions in between the two phases, and you'll have to wait for Land Combat to resolve before you're sure of making it.

Sequence of Play for actions:
(a) Port attacks
(b) Naval air missions
(c) Naval movement
(d) Your naval combat
(e) Opponent's naval combat
(f) Strategic bombardment
(g) Carpet bombing (option 32)
(h) Ground strike missions
(i) Rail movement
(j) Land movement
(k) Air transport
(l) Debark land units at sea
(m) Invasions
(n) Paradrops
(o) Land combat
(p) Air rebases
(q) Reorganisation

FREX this means if you invade with a Corps and a division and the hex is in range of your paratroop corps - it's a dead giveaway to the other side to CAP that hex.
