Schwerpunkt (which kinda has connections to Matrix) has some nice operational scale games. Anglo-German War, Russo-German War and World War II Europe. Also Lock n Load Games (I think Matrix has some) has a tactical game Command Ops 2, very detailed, very good. Then there's the whole John Tiller Software series of operational games. Yeah, same guy that did the ones at Matrix. Are you starting to see a trend here? [;)]

Anyway, there are a ton of very well done, very complex to medium complex, operational level wargames out there for the wanna be Grogs to the hardcore Grogs. Something to do while waiting for TOAW3.5/TOAW4 to get kicked down the road again.
