Question on Black Outline

Question on Black Outline

I have been playing the US Marines and notice when when clicking on a unit that already move or "frozen" in place (like the 2 supply ships at start) a black line hex outline, similar to the white outline when moving shows up. Not sure what it means or is it my Nvida card?
