production form bug?

The form seems to indicate that there are naval units available to be built for 0 cost (CL's, presumably) but the cheapest units in the construction pool have a 2nd cycle cost of 1. This is on the first turn of the game, no US options chosen to lower costs. It's also consistently true for sep/oct 39 production when playing with light cruisers - you don't need a saved game to reproduce it.

I am unable to reproduce this.

I tried 4 saved games, 3 of them from Sep/Oct 1939, all with Cruisers in Flames enabled.

In all cases, the range of costs for units in the Naval Construction Pool were correct. In one game I checked and had the same units displayed as in your screen shot.

Different gamesettings between the two of you or certain optional rules that create this, perhaps?

Probably. That's why a gamesave is always important. The devil is in the details...
