Captured War Supply from battles

I don't think the War Supply is working properly as I can't seem to add any captured in battles or from successful sieges/castle storming. The points won in the 'battleometer' just seems to vanish into the ether.
My cities generate 9 W.S. per turn but no matter how much I win in battles this never seems to change... :-(
