Scenario Creation 1941

Folks,

My apologies if this has been answered elsewhere, a search didn't render anything. I see a lot of scenarios for the DC Barbarossa platform, and curious if/how I could create the following:

Hypothetical Campaign - Early Barbarossa Start

May 1941
Greater fuel reserves/allocation for the Panzer's

Also, is there a way to increase the number of AP's available for infantry?

I appreciate any advice.
