what do the little "1's" mean

Ok I've searched the manual several times...and have yet to find out what the little "1's" around the units mean.
Sometimes there are none, sometimes one and sometimes two little "1's" around the unit. I'm not using the 3D units.

I'm guessing you're referring to the tech level indicators on the unit? It tells you what upgrades a unit has. For instance, a Tank unit with 2-1-(nothing) icons would mean it has Heavy Tanks level 2 and Motorisation level 1.
