Screen Scrolls to Map Edge When Mouse Moves Off Game Screen

I'm playing on multi-monitors with game on one (full-screen or windowed, does not matter) and manual open on second. When I scroll the mouse off the game screen to manipulate the manual pages, the game screen auto-scrolls to the map edge. I want the focus to remain when it was so I can compare manual to game.
Is there a way to turn off the auto scroll?

Look in options there is setting there called "Scroll On" which is the 3rd toggle down.

That turns off scrolling completely so the it is not possible to scroll at all within the game window making it almost impossible to move around the map. That is not what I want to occur.
Scrolling should stop when the game screen loses focus and scroll when mouse is at screen edge.
