FlaK efficiency?

FlaK efficiency?

Anyone have any idea on how weather affects this? In my soviet game I try to avoid anywhere with > 20 guns for bombing, but just got a few of these results in my Axis game in mud (note the enemy plane types are missing showing IL-2's due to bugs). I've saturated the front line with ~10 SUs per HQ and still get seemingly no effect on bombing vs. no FlaK HQs.

Didn't I read where the beta's nerfed Flak? What version are you using?
