3.1.0.7 Naval sea zones with ennemy ships not allowed for naval combat on DOW

NOT A BUG, my mistake, sorry
France is at war with Italy
CW Dow Italy with SCS / Sub units in Western Med, Eastern Med, Red Sea and Italian Coast and valid italian naval targets.
But CW can only initiate combat in sea zones against Italy where France already has SCS or sub (aka not in Eastern Med nor Red Sea).

This appears to be a new bug.

my bad, the DOW was just not in place !
I must have confused things when restoring a saved game, and forgetting to do it with the CW. I appologize for the inconvenience. Case closed
