Simple Mod

I have an idea for a neat little mod, have perused the modding guide, and other mods. Everything existing seems to be related to just customizing settings or graphics, editing existing text files etc, I'm not needing to "mod" the game in that way.

To start I want to simply popup a blank in-game window, but I see nothing about how to proceed with this. Is there an API available to tap into? Or library?

I looking also for something more deep in modding. But for now despite my search I not found any tutorial or existing mods that would help to do that.
