What purpose/function do these have?

My advice - ignore them.

If you set the airbase commitment level to say 5. The after you press the button MOVE it will
i) if you have more than 5 airgroups in the airbase the AI will choose to send some to national reserve
ii) If you have less than 5 airgroups in the airbase the AI will choose to send some from national reserve to the airbase

What you get or lose, with some qualifications, is pot luck. It could be recon in a bomber base or transports in a fighter base, or send your best airgroup to NR but leave out the worst ones.

Given the littel extra effort to send airgroups to NR or back again manually for better choices I just do not see the airbase commitment tool as useful
