Government Type - Numbers are called?

I am making a Beginners Crash Course Guide in Mind Map format.

1#
My question the Government Type/Policies (cant think of the right word) have numbers which determines specific Stratagems that might be randomly picked. What are these numbers called? percentages?

I don't think Government Policies or Type is the right phrase for these? What would be a better word?

2#
It also says "and 3 turns the highest" etc a different turn number for each one. What does this mean exactly? Does it mean these are the minimum number of turns for it to come into effect even if you have the Government type percentage within the bracket eg. 44

40 50 60 70 80 and 90 points give something and yes you need to have been able to do it for a specific amount of time before you have a chance of getting it

iirc those are called regime profile, and each individual box is called regime feat.
see manual 3.7.2. REGIME PROFILE BAR
Unlocking Regime feat takes some turns to turn into.

The game and manual calls them "Profiles", but I think "Values" or "Philosophy" could be another way to describe it.

The "minimum turns the highest" restriction means that even if you have 40 Democracy, you won't get "Engaged Politicians" unless your Regime has had at least 3 turns in the past where "Democracy" was your highest value.

Thanks for your replies.

So when you say "...where "Democracy" was the highest value, are you meaning that which ever profile on left has the highest number will be the one what will have feats and modifiers active? and auxiliary profiles will not count?

What if you have two main profiles with same number? I presume perhaps the one that has been dominate longer than the other will be the selected one?

Or am i completely off track here? I originally thought all of them can give feats and modifiers etc so long as it meets the points and turn requirement, but i likely misunderstood.

They can but to get the fear they have to be available for a certain amount of time.

If you get one Profile in one of the 3 areas high enough, you unlock a chance to get regime feats.

Regime Feats can unlock Stratagems, Unit feats or plain old passive bonuses.
