Repair/Reinforcement Help

Have several air units which had a rough time of it .... Moved them back to Berlin region, clicked the green cross button to prioritize repair and not getting any repairs at all over like 5 turns, multiple aircraft ....

What am I doing wrong, or what should I be checking .... ?

Check how many points are in Reinforcement/Upgrade. It takes a lot for air.
Check to see what is competing for points. How big is the number in upkeep?
Are they the only ones marked for priority? Whether they get it depends on how many other units are competing for reinforcements.

I was running some tests on where Manpower and Production was going on the Americans since there are fewer unknowns happening before they join the war. I set the Reinforcement at 30 which would direct all their production to Reinforcement. The American infantry starts down 25 points. Four turns later they were still down 13.

There is more going on than we know about. Maybe Alvaro will jump in and give us some background on how the game distributes manpower and production to Reinforcement and Upgrades. I know there are some limits on percent allocation to a single unit and HQ affect this. But there seem to be other bottlenecks too.

Air units are the last in terms of priority. If you are repairing ships and land units, you may not have enough points to repair your air units.
