Is my PBEM opponent cheating?
Something got me very suspicious when playing with one of my PBEM opponents. When I press "1" it says Player 2 (that's my opp) loads=12, quits=9.
Could there be any other explanation than cheating?
He has also exceeded the 10% arty limit and purchased units from other nation's OOB...

It is very hard to recognise for sure a cheater.
And making someone’s name public will obtain the only effect for you to be blamed for doing so, unless you can demonstrate above any reasonable doubt he’s a cheater.
The load/quit difference is indicative, but a 12/9 doesn’t seem enough to claim about him to be a cheater. I myself have to reload from time to time, due to electrical failure or PC freezing, during a game turn.
It would be a good attitude to let your opponent know about it, tough.
If he doesn’t respect some of the pre game agreement you should let him – politely – notice it.
As for buying from another nation’s pool, well, it depends on which nation (compared with the default one) and what he bought.
Anything that has not been agreed upon, before the game, cannot be considered as breaking a rule or cheating, anyway.
So basically, to reply to your question, no, do not bring his name to public attention, at least if these are the reasons..

On the Artillery qusetion....
I've somtimes forgotten that we were supposed to only have 10%....(Just ask Goblin
) So i wouldn't fault a guy on that.......usually the guy should start over or i...would tell Goblin that i wont use a certain Artillery unit so as to companstate.

I agree Hawk, I have done it too. If it isn't a huge amount, I usually let my opponent use it anyways. You can always balance it w/reinforcement points too.
The 'other Nation' thing: I disagree, and think it is a more important issue than Resisti does. He should not do it just because you didn't forbid it before hand. In my opinion, it should never be done unless you speciafically allow it before hand. Slight difference in wording, big potential difference in OOB's.

I agree with Gob. If I say I'm going to be Italians, that's a whole lot different than intending to be the Axis powers and start buying German units.
Also, since the Italians have some fun units, I'll ask if I can buy from them before I do so if I'm the Germans. But I would expect my opponent to then be able to borrow from the other Allied nations too.

By the way.....I ran a test...A battle between me and Bernie...
I re-opened his last turn..hit the "1" key and sure enough..
player one showed like
Loads 6 Quits 7

Loads 7 Quits 7
I am not really sure what this means...
I will say this...I dont cheat...and I have met Bernie face to face and he is a good-one! So I know he does not cheat...
If I stop before I play a turn and I play many...and watch "1" Gawd I have not even looked at Hawk and me in Market Garden...this has been going on for months and months...AND DOOM!! we have well over a 1000 reads.
I say ..trust your enemy...and keep him close.....

The only thing you're likely to see are burning M4s.

Loads 300 Quits 79 won't stop them being a Soft Vehicle.

Oh, yah, organic. ("Ow. Ow. OW. OW. OW!") Decided to to a larger blitz into Poland - 5000 points, I think, Sept '39. Bought a bunch of Panzers, some motorised infantry, and some scouts (8-rad). The AI picked one godawful amount of infantry, and each platoon (? company, mebbe?) had organic 81mm mortars... as in, certainly more than 20. <!> Once the AI started *using* 'em, it got kinda dangerous in spots. (Those immobilised vehicles were unhappy - only lost one track to a mortar-hit, tho.) Nothing from off-board, and all *I* had was, I think, 3 8cm tubes.

I am not really sure what this means...
I wonder if that could be due to exiting in the middle of a turn and then finishing it later? I got an emergency call from a customer last week (blown water heater at 1:30 AM) and I exited, shut down, went and removed the old heater (she couldn't turn off the valve and it was making a flood) and came back home and finished the turn. (Installed a new heater the next morning after Lowe's opened.)

About the loads and quits. First you load the turn, that's a load. Then if you quit in the middle of a turn, that's a quit. Then you pick up the turn and continue, that's a load. Then you end the turn, that's a quit. That makes the loads and the quits for the player even. It doesn't matter if player 1 has 50 loads and player 2 30 loads, as long as the quits are as many as the loads.
Anyway that's how I've figured it out.
If the loads and quits are uneven, there might well be a good reason for it, but it would be good to tell the opponent about it if there was some fuzz.
