It's an archaeological find that will yield artifacts when you scavenge it. Page 173 in the manual (5.3.6.4. Archaeology).

Thx! So I would a recycling facility? or how would I just scavenge?

Yeah just build a recycling. The find has a ratio like 1:800 you an see when you click the tile that tells you roughly how many resources you need to scavenge to get one artifact.

Every ruins tile can potentially contain a find like this. They can be discovered randomly but the best way is to use the Archaeology Push stratagem. It's pretty cheap and if you win the skill roll you either find one if it exists or get a confirmation that there's nothing to find in the zone.

These things are extremely powerful, to the point that 3 of the strategems they can spawn can basically turn you from the weakest to the most brutally overpowered country on the map. One of them gives you +1000 population per turn. Imagine if you get a dozen of those and make new zones. Another one gives you free power etc. TBH i try to avoid generating high pre war population planets because of archeological sites. They are just broken.
