SU Admin cost

Hi Guys,

I've noticed that if I try to manually add an Eng SU to a HQ in a settlement it costs me 1 Admin point and then flags up it can't transfer to the HQ as it costs AP's when I run out of them. I don't think this is right as I'm trying to allocate the Eng SU to the HQ not to the settlement and I don't think it should cost 1 AP? On the flip side you can freely add the Eng SU's to a HQ outside of a settlement....

workaround is to click on add support unit, exit by right-clicking, then click on add support unit again and it will cost 0 (as it should)
