Grain supplies from the Ukraine - Units counted

I was wondering which units count as "German" for the purposes of the treaty of Bucharest.

Does German minors? (Bulgaria, the Netherlands, whatever have you).
Does air units? Baloons? Fighters?

You probably shouldn't place air units there, though. They become really useful in the lategame. I usually use cheap stuff like detachments and air defense or totally depleted corps that I don't really need for the frontline.
