Fine tuning of land unit strength

How do you fine tune the strength of a unit? For example, this one is 5/30.

But if I am using Health = 25%, it gives a strength of 7/30. Is there a way to edit a land unit already deployed on the map?

Click on Unit Edit 3 right of Map Edit.

Then click on the hex where the unit is.

At the bottom of the screen you should see 1 air, 1 sea and 1 land unit....depending upon what is in the hex.
You can edit units there.

IF more than one Naval unit is there you you can scroll through them to change each.
