The DW1 Lore seems to boil down to:
The Shakturi came
The Shakturi began defeating everyone
A Anti-Shakturi Bioweapon was deployed via [SPOILER].
But it also killed like 80% of all non-Shakturi, resetting civilisation galaxy wide.
Then came the dark age, ruled by pirates. While the Planetary empires slowly returned to space.
Then the return of the Shakturi
Which the player can defeat. Hopefully with a lot less colateral damage.

This seems to be playing later. No idea how the societal collapse happened this time, but I am guessing something about those hive ships you can find? Overall DW2 lore is kept intentionally limited until release and is propably strongly focussed around the pirates.
