Targeting questions

Does each weapon have a default targeting percentage? If so, can that initial percentage be modded (as well as by Combat and Fleet targeting research, of course)?

As for research, do the percentages of the components Combat and Fleet targeting represent “bonuses” over the initial default percentages, or “total” targeting percentages? The same questions apply to Countermeasures.
