Bushwhackers

Is there anything I can do (as the Union) to prevent/reduce Bushwhacker events? I searched the strategy guide and manual, I don't necessarily want to turn them off, but unlike Partisans (where there are hexes you can garrison) I don't see any hexes in Kentucky or Missouri marked with partisan symbols. Is there any benefit to garrison Jefferson City, for example? Or is it just a random event that I can't influence?
Just when I get the hang of a game, I buy two more... :)

My experience has been the same as yours. I have a feeling that bushwhackers are the same sort of mechanic as the Russian blizzard event in the SC World War Two games. They just strike parts of the map at random, except in this game they hit towns and ports instead of units. Overall, it's only mildly annoying as the damage they do is relatively light.

At this stage there is no way to reduce bushwhackers other than simply turning the scripts for them off.

Jefferson City doesn't necessarily need to be garrisoned (although being a large city, a garrison there isn't a bad idea ;) ), and placing a unit there (or any other location for that matter) won't influence the bushwhackers.
