Hi I am trying to swallow this game in chewable bites, so to speak. Is the new DLC good for smaller, more Manageable scenarios?

I think it depends on your definition of smaller. In terms of the shortest scenarios under 20 turns you would get the Road to Karelia scenario (which is basically the RtL scenario with the Finns added) and the Race for the Caucasus one. The latter is a fun scenario and quite different to the normal experience due to the low unit densities. But I think if you are still working on those smallest scenarios you probably don't need the expansion for the moment.

If you feel ready for slightly larger scenarios of c.35 turns then there are definitely enough new ones to make the expansion worth it.

Yes there is a 17 turn scenario that you can digest and learn.

Western Ukraine 43-44 has 25 turns.

Case Blue II is 34 turns but its fun and plays quite fast.

Also, note that if you are still working on smaller stuff, you don't need buy it on launch. Like all of GG's stuff it will be here for many years and one day go on sale for 50% off.

I generally don't buy anything on launch as few companies take bug free releases seriously. So, the only way to get bug free ... is wait; either they fix things, don't care, or go out of business. 2by3's history is decent; bugged releases but fixed later. Other companies like PDS don't fix or bundle fixes only with paid DLCs ... you are buying patches. (Also, some companies like PDS introduce as more new bugs than fixes with each release.)

The strongest reason to buy a game on release day is if you intend to MP. The sooner you get your hands on it the better your win/loss stats will be; bugs or not.

PS: I am not criticizing 2by3. I generally buy on release. Why? The level of complexity and UI perfection which they strive for increases their risks of bugs. But the products have seen many releases with bug fixes. (It is really bad when you release tic-tac-toe and it CTDs on launch day and is still not fixed six months later.)
