German Artillery Doctrine

The concept of Time on Target was something the US Army invented in WWII. But the game allows the German side to call artillery onto any hex in range with any artillery unit, i.e. a time on target concept. But I don't think the German had such a doctrine. I found a youtube video;

... where a Dr. Atwater of the US Army Ordnance Museum explains that the Germans did not use this system of artillery support.

I think the game should reflect this. German artillery can not combine with units from outside their assigned Korp, to attack a target, hex or unit. Perhaps make it an optional rule?

ToT was definately an American thing, but I thought that the US already has Arty advantages built in?
