Santa FE garrison

Playing as Mexicans I was able to defend the city but it seems as American side there is no garrison in the city. From the historical side notes mentioned earlier campaign aimed to capture the city first.

Historically Santa Fe was taken pretty much unopposed, the Mexican governor fled before US troops arrived. To reflect this, the AI won't always have a garrison there. However Mexico did have some capacity to defend the region if they chose to (though a full brigade might be a bit generous - I am considering reducing this to two regiments instead*), so I give players the option of building units there if they wish :D

*When I first designed the campaign, I had Santa Fe as a victory objective for Mexico as well as the US, and a brigade is the minimum required to hold it for any considerable length of time, so I made one purchasable. As Santa Fe isn't an objective any more, this condition doesn't really apply.
