"Frozen" hexes near Vladivostok?

Inquiry: I've been using the SC series game editor quite extensively to my heart's content, but I cannot seem to figure out if it's possible to predetermine a Frozen sea hex. Anybody know? Thanks!

This is done with the weather zones. Find the weather zone you want, then tick the box "include frozen waterways?". Then set the ground % to frozen for the various seasons as you deem appropriate.
When the ground is frozen in those zones, the water will be too.

Thank you, sir! I do notice, however, that certain frozen hexes near Vladivostok have clear weather, meaning that a ship could enter therein but then not move back out.
