USSR Supplies via Vlad Not Received After Destroying Enemy Ship

USSR had been receiving +50 supplies via Vlad for several turns as Japan used ships to block but this turn after a Japanese destroyer was destroyed by being adjacent to the port, the USSR received nothing when they should have gotten +80. The USA even paid the -40 MPP!
