Axis Turn 24, Luftflotte 2 Transfer advice

What is the best advice for Luftflotte 2 before turn 24, when it is supposed to transfer?

1. Cancel the transfer
2. Transfer the subordinate units to other Luftflottes
3. What happens to the subordinate units if it does transfer, do they go with

Personally I cancel the transfer.
