Infantry Weapons on French Brigades in Eagle and the Empire Scenario

Hello,

I'm the Union player in the midst of The Eagle and the Empire 1863 alternative Civil War history scenario. I see that the French infantry brigades start with an infantry weapons level of 4. But, Union and Confederate Infantry brigades in other games I've played are limited to a maximum of 2 on their infantry weapons level (while divisions and Corps can build to 4). Should the French brigades start at (and stay at) a level 2 or is it a deliberate choice to give them a level 4 that the Union can't match?

This is deliberate, and extends to all three European powers. The European brigades are units taken from professional armies, so they should have an advantage over the US/CS units which were newly raised volunteers or conscripts.

Thanks! I really like the scenario BTW. I'm playing it with a human opponent just now and it's an interesting situation to be fighting in Mexico and trying to fend off the French.
