Allies Attack Weakness

Playing for the third time with the Allies with my buddy who plays the Axis. I was finally able to stop the Axis in Russia after the capture of Leningrad.
But I'm running into the same problem as before. The Allies cannot even come close to attacking the Germans. It's always 1-2 maybe an occasional 1-1 even with air superiority. You would think the Russians in winter even with the snow unit modifier could do better than 1-1 against a single Germany infantry unit with 3 Russian units.
How can the Allies ever get high odds against the Germans?

Yes, the Red army is often at 1-1 or 2-1 at best. Honestly, I don't even bother to attack during winter. Sometimes, I wait for the blizzard to reduce the Axis units. But, I prefer to invest my PP in new rifle armies to wait the 1942 offensive.

In some games, even in September 1944, I can't achieve better than 2-1. The Red army is lacking a Tank point or an Artillery point to be really even of the Germans late war. I have already post about this.

Thanks for replying.
Does it make sense to convert the Russians from AT module to Assault? Will that help from 43 on?

I like Anti-Tank until 1943 level. Then, I switch to Assault 1944 but it does not really improve the odds. The best is still to buy Ground Support planes for USSR starting 1943.
