GR Optics, Tech bonus , model design

There is only room for 9 tech bonuses in the window for model design. This concerns me because the new GR techs are added to the end, so my GR optics looks like it vanished from later models in favor of +recon techs. Further, all it says is "Overrule kill%" without any numbers, while the tech description says +33%, and it is not highlighted (bright white) which indicates the bonus is not being applied. Is this a display bug? Or is the tech not being applied to new models?

Can we get a second screen to fit all the GR techs plus the applied science techs?

This is what I mean. Are the GR Optics active? They are Grey, while GR Coating and GR Ringmail are White.

I can't answer your question, but I want to mention, that it looks the same for me. In several games now. I really wonder, if that might be a bug.

It's a shame I don't have an answer, I'm wondering the same thing.
