Simple question: What's the difference?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

Dare say just the name.
IF their ToE is Labour / Construction / Support squad they just are construction units named as their parent nations were naming them by then.

It's like Germans have Infantry Division and Russians have Rifle Division, both are infantry divisions with the troops armed mostly with rifles!

Historically this would be fortification construction vs trench diggers
Construction was often just men with a shovel, the eng-sap were often led by engineers and had men with special equipment
