Shipping losses when no enemy presence?

Just had this happen in my server game was moving a divisions from Danzig to Leningrad via Sea transportation---lost 25% of the division due transports being hit in route.

This seems really odd as the Soviets have 0 interdiction on any of those hexes and have lost all of the ports. Working as designed?

to randomly lose 4k or so men to super low odds random stuff seems alittle daft.

I could understand if the Soviets actually had a port or some air interdiction up, if the other side is doing nothing/has nothing operational in the area you shouldn't just lose 25% of a division.

Even in 1945 the Soviets did a relatively piss poor job of stopping German naval movements let alone in 1941 with nothing operational at all destroying 1/4th a division in transit.

Its just dumb.
