Reserve vs Set Forming

Both of them are not available on the map.
What is their difference?

Reserve is before war is declared
Forming is after war is declared.... Reserve unit text changes to Forming.

All you need to do is put a built unit in the queue as reserve and when war is declared it will be forming with a chance to come in every turn.
