The formula for calculating the Admin strain has an input for the 'Percentage(%) Production Points' of the facility in question. A mothballed facility has zero production points, therefore contributes zero strain.

The formula is shown in the game manual on page 176, Section 5.3.4, Administrative Strain.
“The formula for Administrative Strain is: (For Each Asset Beyond Distance (((Distance-6)/6) * Asset level * production%) / (All Other Assets * Asset Level * production%). Administrative Strain is capped at 100%.”

Note, The facility has to be six tiles outside the city to develop strain, and productive. Also, the admin strain gradually decrease or increases over time as well. So, mothballing the facility, you will see a gradual decline of the strain removed over the course of several turns.
