Albion (minor farmers guardians at 21.39) of which I was the protector was attacked on turn 52. As a result, he joined me on turn 53 as a regular zone and with a happiness and loyalty of 100, but a tradition of 114. We are now on turn 64 and, despite a 100% bonus in cultural adaptation (from curiosity and universal truth) and the same level of civilization as the nation, his cultural adaptation score remains at 0, which prevents me from hiring colonists or recruits.

Also, could we lower the impact of tradition on diplomacy?
It has become very difficult to offer protector/client (despite the +30 diplomacy coming from accomplished envoys, +40 from shadow diplomat and an excellent diplomat) and almost impossible to unify a minor while I only play on hard difficulty.
The guardians subculture is very (too?) present and the 2 feats that accompany its militia make it deadly if you start in technology 3, which forces you to play diplomatically.
But we remain stuck because a critical failure on protectorate or client decreases the relationship that can only be increased by buying their technology or with the Plea of ​​friendship stratagem of a faction.
A stratagem of the same type as the shadow diplomat, but giving +40 oratory would also be welcome, especially since the advisor can only be attached once per turn.

I just tested by giving 100 cr. per recruits and colonists: no one is interested.

Then I sent 24800 colonists from my capital to try to mix its CAS with that of Albion which had 150K population.
Result: +14 in cultural Adaptation, but no change in tradition/fertility/aggression. The following turns, Albion lost 2 to 3 CAS/turn to reach 0 CAS again and keeping the same tradition/fertility/aggression as before sending colonists.

Difficult to continue this game until this problem is resolved.

Thats a very high tradition score. It basically means they are almost impossible to integrate into your populace.

This answer suits me and I use draft colonist which solves the problem.

I also changed my first opinion because by keeping a CAS at 0 we continue to benefit from the growth of the militia. And that of the guardians is very effective thanks to the walkers and its feats. Unfortunately, unless I am mistaken, in extreme difficulty we recover the militia and its walkers, but not its feats. Is this normal doctor?
