Fixed Weather Mod 1.01

I got my perl code to work and was able to automatically modify weather chances in the data of the scn file. Basically each month has 100% chance of one weather. The details are in the README in the zip file.

Since the script is automated, it is pretty easy to run it against other scenarios. I will do the small fleet scenario next, but I want to get out the initial version. Please let me know if you have a problem installing it.

version 1.01: added 1939 small fleet scenario.
