At setup or during land phase, click on an area and then click the Place/Remove Depot button at lower left. For understanding and avoiding excessive supply costs, you need to review (study!) section 10.5 in the manual. Section 18.0 Campaigning in Arms also has some good advice regarding logistics, pp 151-152. If you keep your corps on or adjacent to depots, supply cost is less than if they're 2-3 areas away. If they are 2-3 areas away and in good forage areas (4 or 5) you can manually forage corps with minimal risk of losses to save money. All that helps.

Do yourself a favor. Review the game manual. Review the Murat Tutorial in /Data/docs folder. Review the player notes and strategy articles in the game manual (sections 16, 17, and 18). A lot of stuff just is not intuitive and you need to learn how to do certain things. As tedious as this sounds, that's the easy part. Learning "what" to do will take more time as you go along. ;)
