Kamikaze option greyed out for some units

I have many air units at a size 9 airbase. For some of the units the option to convert to a Kamikaze unit is greyed out, and for some units Kamikaze conversion is available. Oddly, some of my units of the same plane type (KI-45 KAIc Nick) can be converted, while others of the same plane type (KI-45 KAIc Nick) cannot be converted. Both are complete units with no frags. Same holds true for many other planes types, I can convert some Bettys, but not all. I have not converted any units today, so I have 7 potential conversions available.

It is a little hard to see below, but the option is greyed out in this case.
Anyone know why this is the case?
