[WAD] Harpoon nose oscillation query

Is it by design that the nose of Harpoons oscillates left and right while traveling towards the target? (Not sure if the behavior is of the particular missile or applies to others as well)

Yes, it's the snake-search pattern activated when it goes autonomous.
