Fleet is not taking a queued mission in Dangerous Locations, even though it should.

The fleet is 1st Defense Force (set as an automated attack fleet, despite the name), has a strength of 794, and a fleet engagement range of 200M. It’s home base is Kuwok1 in the Kuwok system. It’s been sitting at Kuwok 1 for a while, doing nothing. Instead of taking the queued investigation of Tarsont 3, where a unknown threat of strength 205 have been seen.

Tarsont 3 is well within the range of the fleet’s engagement range:

The overmatch factor in the policies is 1.5.

Yes, this one is 2 years before, and at that point, Tarsont 3 doesn't even appear in Dangerous Locations:
