IJA 1st Army Corps HQ

The IJA 1st Army Corps HQ is attached to the China Expeditionary Army. It cannot be loaded aboard ships. Is this by design or in error?

Not sure if 1st Army Corps HQ is assigned to China Expeditionary Army by design or not. But the China Expeditionary Army is a restricted HQ so you will not be able to load it on ships until change it to a different unrestricted HQ by expending political points.
