Float Planes

How can I "transfer" the Amagi float planes to the Amagi?
I've tried transfer to ship, to base, loading to air transport, loading to transport...

The Amagi doesn't start out with aircraft capacity (i.e. catapults), it gets them in the first upgrade.
We are all dreams of the Giant Space Butterfly.
