political status screen bug

to recreate this bug take a German sub on turn 1 and attack the US fleet off of the coast. Since Germany is the one to bring the US into the war it creates a small bug with Japan not showingf its at war with the WA's. See screen shots.

This screen contradicts the first. Japan is still not at war with the WA's. This error corrects itself once the US or Japan actually enters a battle. Its not a big deal but if it can be easily fixed maybe it can be included into 1.202 or later.
