Frozen German Navy in the Med

I'm playing simple supply. I also have plenty of supply available and no problem using any units except...

I have a naval fleet (including subs, battleships, transports) in the meditaranean that I want to move and all I get is "illegal move" not matter where. They are in the naval space just south of spain (which I control as well as gibralter). I can load infantry onto the transports from spain, but not from Italy or anywhere else.

Every other piece on the board moves with no problem.

Any ideas why this is.

READ THE GAME MANUAL.

It will tell you that heavy fleets need 5 supplies to move, light fleets need 3, and carriers need 4 ( or if they plan to fly aircraft, 5 ).

I have plenty (well over a hundred) of supply. So it's not that.

More clues... I can move boats into that zone, but if I do, the next round I can't move them out.

I am not able to use the port in spain or the port in Gibralter (even though I own both).

Just to be clear we are talking about "the western meditarranean".
