Intercept this Task Force returning to Brest?

Yes, I would intercept ships returning through the Bob.

And I considered ordering so in advance. However. Then I thought that all ships returning to Brest could avoid BoB and return to Brest by sailing from the North Sea instead.

So, to avoid the intercept couldn't they use the North Sea?

In my opinion, No. I have posted the relevant sections of the rule that make my point below:

You make 1 “naval move” with surface naval
units every time you: (Removed the first two definitions as they do not apply, but the below does)

"Return a group of organized surface naval
units from one section of a sea-box to one
port (see 13.4)."

The below section is under "Naval Movement Restrictions"

"You can’t move naval units between the North Sea
and the Bay of Biscay (even via Brest or Plymouth) if
a major power you are at war with controls London"

Therefore, to me, the rules are clear - It's an illegal move. When you play the Axis, you can do it. I don't care. But I'm not going to do it because it's clearly illegal to me. However, the game allows it, which of course, means nothing.
