But it will not have air balances in the database as I feel that that information is actually violating FOW (and besides I don't know where/whether it is stored in the save game at all :-)

It's at offset of 734 in the location information. It's a two-byte signed value.
I did some simple testing and the value is the same as is reported when you mouse over a base.

I am getting an error in WitP decoder. I saw this problem posted earlier in the thread, but no answer posted. I'm hoping there is a work around that doesn't require reinitializing the database. Thanks.
